In the movie Skurkar och banditer (1983), L.A.P.D. Captain Parker is eagerly looking forward to going on a long-awaited vacation with his family. However, his plans are abruptly halted when he learns that a notorious thief named Tony Roma is on the loose. Roma, who fancies himself as a Latin lover, specializes in seducing older women and stealing their valuable jewelry.
Determined to put an end to Roma's reign of theft, Captain Parker cancels his vacation and focuses on capturing the pilferer. Just as he is closing in on Roma, a major obstacle presents itself when Roma witnesses a murder committed by the Mafia. Realizing the danger that Roma is now in, Captain Parker decides to prioritize his safety and sends him away on a flight to a safe location.
