In Battle Royale II: Requiem (2003), three years have passed since the first Battle Royale and Shuya Nanahara has become a notorious terrorist determined to overthrow the government. In response, the government initiates the Battle Royale 2 program, where a class of junior-high students is sent to capture and eliminate Shuya.

As the new class arrives on an island, they receive a chilling video message from Shuya, urging them to join his cause against the oppressive regime.
